  1. Oh, Tommy! You're so right! Hooray to the People! After all, what's a government without people? But, what's a People without Government? Just a conglomeration of confusion? Probably, the Government does tend to lend direction, whether to despising it or long-term goals for society makes no difference!

  2. I would say that the more important question of the two is: what's a government with its people? Because, and I think the whole point V is trying to get across, the people are the ones whom the government is made to serve. The purpose of the government is not, as some would like to believe, an opportunity for a select group of individuals to gain and hold onto power; a government is made by the people, FOR the people, and, in an idea that Locke would be proud of, if this government cannot attend to the wishes/demands of it's creators, then it should be dismantled and re-created.
